The University of Connecticut is seeking an experienced individual to manage the Strategic Energy Management (SEM) plan and assist with new construction efforts to have all campus expansion meet or exceed LEED Gold standards. Reporting to the Director of Utilities & Energy Management, the Associate Director of Energy and Water Conservation Programs will provide high level technical assessments and advice in support of the development and implementation of strategic initiatives and long-range plans for energy and water conservation projects and services. This position provides professional and technical leadership in developing Energy and Water Management systems, promotes and supports energy and water conservation initiatives, and day-to-day strategic management oversight of on-going energy and water conservation programs, including field oversight and coordination of Energy and Water Services Performance Contracting projects and providers.

The University of Connecticut has a $24 million energy budget for the Storrs and Regional campuses and a $10 million energy budget for the UConn Health Center. In order to stabilize budgets and contain costs the University has implemented a highly successful Strategic Energy Management (SEM) plan. In the past five years, the SEM plan has reduced the energy budget by over $10 million and implemented cost stabilization measures such as electrical and gas reverse auctions, gas transportation, upgraded lighting to LED standards, and many other energy and water conservation measures. This SEM plan and sequence of energy efficiency actions is intended to achieve deep and comprehensive energy savings across the entire University. The SEM plan integrates selected technologies and energy efficiency measures and demonstrates UConn's commitment to the Federal and Connecticut's efficiency program goals and carbon footprint reduction. UConn Leads by Example and has implemented the first Energy Services Performance Contract (ESPC) in the State of Connecticut as a $28 million upgrade to aged steam and condensate infrastructure coupled with sixteen energy conservation measures in research buildings.

UConn occupies approximately 8.5 million square feet of heated and cooled space at its Storrs campus plus additional heated and cooled square footage located in Hartford, Stamford, Avery Point, Torrington and Waterbury. Over the next five years, UConn is planning to invest approximately $2.3 billion dollars to expand and renovate portions of all the campuses, including adding an estimated 750,000 square feet to the Storrs campus. The SEM plans current goals are to reduce electrical consumption by 10%, water consumption by 10% and natural gas consumption by 6%. The Associate Director of Energy and Water Conservation Programs will have direct oversight and accountability for the consequences and deliverables of these programs. This position requires a high degree of expertise and advanced technical knowledge, the ability to perform technical feasibility studies and assessments, manage projects and financial planning designed to deliver new programs and capital improvement projects to meet the needs of the University community.

Minimum Qualifications

1. Bachelor's degree and five (5) years of related experience; OR a Master's degree and three (3) years of related experience; OR a combination of education and/or related experience totaling ten (10) years. Experience must be at a comparable level and directly related to the duties of this position in the energy and water conservation industry with emphasis on a combination of at least three (3) of the following:
   
   
   
   1. Lighting design, application of reflectors, LEDs, day lighting, retrofit analysis, and project management;
   
   
   2. Pipe insulation analysis, and a working knowledge of installation techniques;
   
   
   3. Central plant operation and chilled water distribution system design;
   
   
   4. Water and air side heat recovery techniques;
   
   
   5. Demand control ventilation;
   
   
   6. Variable speed drive application and operation;
   
   
   7. Demand Response program experience including plan development, remote communication, operation, and verification;
   
   
   8. Solar photovoltaic, solar thermal, wind, cogeneration, fuel cell and other renewable energy and water design, application, and operation.
   
   
   
   

2. Minimum of two (2) years working knowledge of ESPC programs with emphasis on at least one (1) of the following:
   
   
   
   1. Managing multiple projects simultaneously;
   
   
   2. Managing Technical Service Providers in the review of ESPC documentation prepared by ESPC contractors;
   
   
   3. Development and implementation of standardized templates for Preliminary Site Assessments.
   
   
   
   

3. Experience conducting Investment Grade Audits that include at least one (1) of the following:
   
   
   
   1. Design, implementation, and operation of the Department of Energy standard, remote energy and water data acquisition equipment;
   
   
   2. ESPC program documentation;
   
   
   3. Interest Rate Buy Down Programs;
   
   
   4. Public and Private Green Bonds.
   
   
   
   

4. Demonstrated experience in utility metering and sub-metering design, implementation, operation and visual display projects.

5. Must be able to demonstrate a working knowledge of electric, steam, water, and gas metering equipment, various utility data communications protocols including Modbus RTU, Modbus TCP/IP, pulse, 4-20ma, and 0-10V.

6. Must have some knowledge of Power Purchase Agreements as applied to Fuel Cells and Large Scale Wind or Photovoltaic systems.

7. Must be able to clearly articulate how the University of Connecticut can integrate existing software and hardware into an energy and water information platform to:
   
   
   
   1. Guide ESPC projects and energy conservation measures from inception to contract signature,
   
   
   2. Track ESPC projects and energy conservation measures through construction, and
   
   
   3. Compare actual post retrofit energy and water consumption to projected post retrofit energy and water consumption.
   
   
   
   

8. Must be able to present a plan that builds upon and improves the Investment Grade Energy Audit preparation process.

9. Excellent communication skills and strong leadership skills.

10. Demonstrated integrity and the ability to act without consideration of personal gain and take prompt action in the case of unprofessional and unethical behavior.

11. Must have reliable transportation.

12. Must be willing and able to be on-call to report to work during emergency closures, inclement weather or significant events that effect campus utilities.

13. Must be willing and able to work occasional evening and weekend hours as needed

Preferred Qualifications

1. AEE Certified Energy Manager Certification


2. AEE Certified Measurement & Verification Professional Certification


3. AEE Certified Energy Auditor Certification


4. Degree in Engineering, Environmental Sciences or related field


5. Experience managing large energy and water spend ($15-$30 million)


6. Experience in a position with financial accountability and/or financial analysis responsibilities


7. Knowledge of accounting, finance and/or budgetary control as related to billing


8. Knowledge of state and federal laws and regulations

Appointment Terms

This is a full-time, permanent position. Salary range will be commensurate with background and experience. This position is categorized as Emergency Support Services/Essential Staff. Must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that effect campus operations.
