EXECUTIVE DIRECTOR/ SECRETARY Reports to Board of Commissioners Winchester Housing Authority POSITION SUMMARY: The successful candidate will serve as the chief administrator of the Housing Authority of the Town of Winchester. (WHA) He/She will have the full and complete responsibility for the development and execution of all administrative functions for the public housing programs and will be responsible that the programs are being effectively and efficiently administered in conformance with agency Housing Authority Policy, State DOH and Federal HUD regulations, local ordinances and applicable Fair Housing regulations, and State Federal and Local laws and ensure their mandated compliance. He/She will be responsible and accountable for the effective direction and management of the WHA and its portfolio of 106 federally subsidized and 14 Department of Housing managed units at two sites. He/She will be responsible for establishing annual and long term goals and objectives for the organization and the implementation of policies, plans and financial resources to achieve these goals and objectives. He/She will be responsible to take legal actions under the direction of the Board subject to the policies and procedures adopted by the Board and will negotiate contracts & make purchases according to procedures approved by the Board. He/She will monitor staff performance and provide feedback, both formally & informally, utilizing performance appraisals & disciplinary action when appropriate. He/She will have the care and custody of all funds of the Authority and shall oversee the deposit of these funds in the name of the Authority in such banks as the Board shall select. He/She will oversee the regular books showing receipts and expenditures and shall render to the authority at each regular meeting or as requested by the Board an account of the transactions and the financial condition of the Authority. The successful candidate will be required to be available 24 hours a day, seven days a week to respond to emergencies. He/She will prepare Management Plans, Capital Financial Plans and budgets, operating statements and submit regular reports as required by the Board of Commissioners. He/She will have responsibility to pursue other opportunities in an effort to diversify the portfolio and increase revenue resources. MINIMUM QUALIFICATIONS: Minimum of six years experience in the field of property management, facility compliance and State and Federal environmental regulations. A B.S. degree may substitute for up to two years experiences; a Master Degree may substitute for three years of experience. Proven experience and interacting with a diverse Public Housing Agency. Must have working knowledge of fiscal management, maintenance systems and personnel administration management of housing. Certification as a Public Housing Manager from HUD approved organization or comparable experience and proven ability in a like complex organization. Experience working with public officials. Strong organizational skills and excellent oral and written communication skills. Strong computer skills and demonstrated ability to provide proactive, creative leadership in a regulatory environment. Proven experience in budget development and monitoring fiscal management and public relations and knowledge of operational and capital planning and budget management. Salary to commensurate with exp.
