The Department of Facilities Operations and Building Services (FOBS) is seeking an Administrative Services Specialist III to serve in the Building Services Inspections program.  This is a new and expanding unit in Facilities Operations and Building Services that has proven to be very successful in improving the appearance and functionality of many areas of campus including Residential, Academic and Administrative Buildings. Reporting to the Manager of Building Services Inspections, the successful candidate will assist in managing the day-to-day functions of the Building Inspections and Cosmetic Enhancement program, manage office operations and conduct on-site interior and exterior inspections throughout the Storrs and Depot campuses.  

The successful candidate will handle all administrative matters for his/her manager in order to manage an efficient office and operation;  Make business decisions in supervisor’s absence including determining priorities and signing correspondence and paperwork for supervisor as delegated;  Conduct interior and exterior inspections throughout campus independently noting damage and any maintenance problems that may include water damage, electrical problems, ventilation (heating/A/C), paint, lighting, cabinetry, etc..; Investigate problems with trades staff and/or manager and provide assistance in determining cause of issue; Manage the departmental budget and evaluate spending needs; Purchase high quality and economical materials ensuring compliance with all Procurement policies and procedures;  Serve as a liaison with various internal departments and external University vendors and customers; Troubleshoot and solve issues arising with vendors, customers,  staff and other University personnel; Communicate with other units within FOBS to ensure all problems uncovered during inspections are addressed; Create and coordinate the work schedules and assignments of eight (8) full- time employees and large student staff engaged in interior and exterior inspections; Ensure all necessary materials are available for these employees; Develop and maintain multiple large complex databases to track inspections and subsequent departmental improvements campus-wide; Place and track work orders within the University’s Facilities Management programs (currently FAMIS and Felix); Hire, supervise and train students;  Assist in hiring, supervising and training full time staff; and perform other duties as required.

Minimum Qualifications: 1) Bachelor’s degree or equivalent combination of training and experience or an Associate’s degree and four to seven years progressively responsible related experience.  2) Demonstrated knowledge of general maintenance activities and building trades.  3) Demonstrated organizational and supervisory ability. 4) Proven communication skills and excellent interpersonal skills.  5) Demonstrated ability to work without supervision to resolve problems of both a technical and administrative nature.  6) Familiarity with Work Order Management systems.  7) Ability to adapt to changing work scenarios and priorities. 8) Must have reliable transportation and must be willing and able to be on-call to report to work during emergency closures, inclement weather or other significant events that effect campus utilities and operations.

Preferred Qualifications: 1) Experience working in a higher education institution. 2) Experience using a Work Order management system and creating reports.  3) Ability to prioritize the importance of assets and maintenance tasks.  4) Ability to read blueprints and drawings.  5) Experience using Kuali Financial System.

Physical Requirements:  Incumbent must be able to frequently walk up and down stairs, climb ladders, etc.. Must be able to utilize ladders, scaffolding, high-lifts and enter confined spaces. Must be able to inspect and review facilities issues near electrical equipment, rotating machinery and other mechanical systems. May be required to wear personal protective equipment (PPE) when necessary.

This is a full-time permanent position.  Salary will be commensurate with successful candidate’s experience and training.
